According to tradition, it was founded by Prince Shotoku as a memorial temple for his mother and later revived by Emperor Uda. The actual founding is believed to have occurred in the mid-10th century when Kan-ku built a single hall in the Kitayama area. The temple was destroyed by fire during the Onin War but was restored in the Bunroku period by Shosei of Kongo-ji.
