According to tradition, the temple was founded in 736 CE (Tenpyo 8) by the Buddha Bodhisattva and the Brahmin Monastic Chief, based on an imperial edict from Emperor Shomu. It was named "Ottori-ji" because the Brahmin Monastic Chief enshrined the left eye of the Buddha, and the character for "treasure" was later added to the name. During the Muromachi period, it received donations from the Uesugi and Murakami clans, and in the early Edo period, it was deeply supported by Murakami Yoshimasu.
