The shrine's founding is attributed to the reign of Emperor Suinin. It is said to have originated when Toyooki-iri-hiko-no-Mikoto enshrined a natural stone shaped like a turtle as the sacred object (shintai). In 807 CE (Daido 2), the shrine buildings were constructed under the name Iitama Daimyojin, and there is a tradition that Sakamoto Tamemaro performed Bugaku (court dance music) here. During the Edo period, it was highly revered as the chief guardian of Kuranono-juku on the Nakasendo Highway. The shrine retained its status through the Meiji era and eventually adopted its current name.
