Founded in 1028 by the Rajyuri (Master) Koukei of Mount Hiei in Iwada Village, Tsukuri District, Yamashiro Province. Later, Koukei, a grandson of Taira no Yasuyori, embraced the teachings of Rennyo and converted to Jodo Shinshu. The temple was established on the current site of Rongen Zenji in 1588 and relocated to its present location in 1617. Until the Meiji era, it served as a branch temple of the Chuhon-san (Chuhon-ji), the central temple of the Hongwanji sect in northern Yamato.
