According to tradition, the shrine was founded when Emperor Keiko, in his 40th year, had Yamato Takeru enshrined along with the deity of Mount Fuji after he paid homage to the mountain's spirit during his eastern expedition, building a small shrine on Otsuka Hill. In 788 CE (Enryaku 7), the shrine buildings were constructed at the current location north of Otsuka Hill. The main hall was built in 1615 CE (Genroku 1), and most of the existing shrine structures were completed through large-scale renovations between 1733 and 1738 CE (Kyoho 18 to Bunmei 3).
