According to temple tradition, En no Gyōkō encountered the manifestation of Senju Kannon (Thousand-Handed Kannon) and established the temple buildings. In the early Heian period, Kōbō Daishi (Kūkai) is said to have stayed at the temple and carved an image of Senju Kannon from incense wood gifted by the dragon king Zenjo Ryūō. Although the temple was destroyed during the Rebellion of Prince Tachihiko, legend holds that it was rebuilt using the main icon that Ariyoshi no Akihira rescued.
