Established during the Wado era of the Nara period by imperial decree from Empress Genmei as a place of practice for national protection. In the early Heian period, Saicho visited to perform rain-praying rituals and converted the temple into a branch of Enryakuji Temple. It escaped damage during Oda Nobunaga's burning of Mount Hiei, and the National Treasure main hall remains to this day.
