One of the Kokubunji temples established by Emperor Shomu's imperial edict for the construction of provincial temples. According to temple tradition, it was founded in 741 CE (Tenpyo 13) when Gyoji carved and enshrined the Thousand-Armed Kannon Bodhisattva. Later, in 815 CE (Kokin 6), Kukai carved and enshrited Bishamonten (Vaisravana), and the temple became the fundamental training ground for the Hoshuku (Star Offering) ritual.
