Founded in 853 CE (Ninju 3) by order of Emperor Mutsu, Ennin (Daisai Jigaku) established the temple. The Thousand-Armed Kannon Bodhisattva statue, which Ennin received through divine inspiration, serves as the main image. In 870 CE (Shōgan 12), when Emperor Sanjō visited, it was designated as a hidden Buddha (hibutsu). Although the temple complex was destroyed during the Ōnin War, various deities were enshrined in the early Edo period, and the temple was rebuilt with the assistance of Hōgyō Kakuyū during the Manji era (1658–1661 CE).
