Tradition holds that the temple was founded as a dojo (place of practice) by imperial decree from Emperor Yomei. It was revived in the early Kamakura period by the monk Gikuu, who propagated three schools of Buddhism and prayed for the long-lasting continuation of the realm, leading to the temple being designated as an imperial prayer temple. During the Muromachi period, the main hall was completed with donations from the powerful figure Kishi Takana and lumber merchants from Amagasaki. It is the oldest existing structure in the Kyoto area.
