Ii Naonaka, the lord of the Hino Domain, consulted with the monk Jakushitsu Kenko to mourn the souls of his wife Wakatake and his first grandson. He relocated Sotokuji to its current location and established the temple around 1822 CE (Bunsei 5), renaming it Tenneiji. In 1828 CE (Bunsei 11), a Rakan-do (Arhat Hall) was built to house 500 statues of Arhats.
