The shrine is said to have been founded in the 51st year of Emperor Keikō's reign (the 12th emperor), in the eighth month of autumn. It was originally named Hakuchō Shrine (White Bird Shrine) because a white bird, the spirit of Yamato Takeru, stayed in this area. Later, Sugawara no Michizane was enshrined here, and the shrine was renamed Hakuchō Tenjin Shrine. In the 11th year of the Meiji era (1878), it was renamed Tenman Shrine. In the 43rd year of the Meiji era (1910), Susanoo Shrine was merged into it.
