The shrine's origins trace back to 714 CE (Hakuchi 1), when Taishogun Shrine was established as a guardian deity during the construction of Naniwa Palace by Emperor Koutoku. After Sugawara no Michizane visited in 903 CE (Engi 3), Tenmangu was established in 949 CE (Tenryaku 3) by imperial decree from Emperor Murakami, with Taishogun Shrine serving as a subsidiary shrine. Although the shrine was completely destroyed by fires during the Kyoho Great Fire and the Oshio Heihachiro Rebellion, the current shrine buildings were rebuilt in 1843 CE (Tenpo 14).
