The shrine began when the deity statue of an old woman, Oroi, who lived in Tsuhana in Esashi, was enshrined as Ubagami (Old Woman Deity) based on a legend that when she poured water given to her by an old man into the sea, a school of herring gathered. In 1644 CE (Shoho 1), the deity was moved to the current location. During the Matsudaira domain era, it was entrusted with perpetual prayers for the herring fishery. In 1871 CE (Meiji 4), it was designated as a Gōsha (village shrine), and in 1884 CE (Meiji 17), it was promoted to a Kensha (prefectural shrine).
