According to tradition, it was founded in 675 CE (Tenchi 4) by Ochi-no-Maro Okki by imperial decree of Empress Saimei. Initially a Hosso sect temple, it transitioned to the Tendai sect in the mid-Heian period. It was re-established in 1312 CE (Sho-o 5) by the younger brother of Ippen, the founder of the Jodo Shinshu (Jodo) sect, and became the head temple of the Okuya branch of the Jodo Shinshu (Jodo) sect.
