The date of founding is unknown, but it is believed to be contemporary with the founding of the adjacent Heirinzan Temple. In the early Meiji period, due to the Haibutsu Kishaku (anti-Buddhist movement), it was renamed Hinohara Shrine. In 1908 CE (Meiji 41), Tenjin Shrine and Atago Shrine were merged into it. In 1965 CE (Showa 40) or 1966 CE (Showa 41), Susanoo Shrine was merged into it, and it was renamed Takatsuki Shrine.
