It is said to have been founded during the Hoki era of the late Nara period by the monk Kenkei of Kofukuji Temple, by order of Emperor Kanmu. Until the medieval period, it served as a sub-temple of Kofukuji, functioning as a site for mountain asceticism and a place of learning. It became a Shingon sect temple during the Edo period. In 1698, it became a temple of the Shingon Tozan branch, and in 1964, it became the head temple of the Shingon Muroji branch.
