It is said to have been founded when Kanjo, the founder of the Ritsu sect, visited the area in 754 CE (Tenpyo Shoho 6). In 815 CE (Kohun 6), Kukai moved a hall to the southern ridge and enshrined a statue of Senju Kannon. During the Tenryaku period, Myo-to enshrined the seated statue of Juhimen Senju Kannon (Eleven-Faced Thousand-Armed Kannon), which became the current principal image. It has been determined that in 1391 CE (Meitoku 2), it was a sub-temple of Nara's Sai-dai-ji.
