Legend states that the temple was founded in 745 CE (Tenpyo 17) by the monk Gyoki, who enshrined a self-carved statue of Kannon Bodhisattva as the main deity. Although the temple declined during periods of war, it was revived in the late Edo period during the Kansei era (1789–1800) by the abbot Mitsuzo and others. As a temple associated with Maruyama Okyo, Okyo and his disciples created many screen paintings to express gratitude to Mitsuzo.
