1063年に藤原宗円が開基し、当初は天台宗の宝錫寺として宇都宮城内に建立された。1504年に醍醐寺の僧・良範が寺と地蔵堂を建て、真言宗に改宗。1620年に本多正純によって現在地へ移築され、現在の伽藍の基礎となった。
