The temple was founded by Gyoki by imperial decree of Emperor Shomu to commemorate the late Empress Komyo. After returning from Tang China, Kukai is said to have practiced fire rituals (Goma) in this area. Following a divine revelation from Shozo Kongen, he enshrined Senju Kannon (Thousand-Armed Kannon), changed the mountain name to Ken-Gozan, and renamed the temple Yatani. It became a large temple during the Muromachi period but fell into ruin during the Tensho period. It was restored in 1600 through the patronage of the Kyogoku clan.
