According to legend, in 901 CE (Engi 1), when Sugawara no Michizane landed in Onomichi, he was received with hospitality. In gratitude, he tore a sleeve from his garment, drew a portrait of himself on it, and gave it to the people. Based on this tradition, a small shrine was built during the Enkyu era (1119–1123 CE), which is considered the founding of the shrine. Until the separation of Shinto and Buddhism in the Meiji era, it was under the management of Oyamadera Temple as its Bekkoji (a Buddhist temple with jurisdiction over a Shinto shrine).
