It is said that the shrine was established as a Sessha (auxiliary shrine) during the reconstruction by the Fujiwara clan during the Tenpyo Hoji years of the Nara period. There are also legends that it protected Empress Jingū during her conquest of the Three Korean Kingdoms, and some theories suggest its founding dates back to around 370 CE (Yuryaku 14). During the medieval period, it came to be positioned as 'Moto-Kasuga' after the Daito family of the Kasuga-sha house became the Onchi-sha house.
