The shrine was founded in 941 CE (Tenkyo 4) by Awa-no-kami Hirakimasa. It is said to have been rebuilt in 1599 CE (Keicho 4), but there is no definitive proof because records were lost in a fire during the Ansei era. During the Edo period, it was called Gushu Tenno-sha (Shrine of the Bull-Headed Heavenly King). The current name is derived from Suga Shrine in Izumo. In 1958 CE (Sho 33), the shrine buildings were newly constructed, establishing the current landscape.
