The shrine was founded in 1616 CE (Gen'ō 2) when Nagakatsu Nakaoka, the lord of the Oka Domain, invited the Inari deity to enshrine here. During the Tenpō period, after Nagakatsu Nakaoka narrowly escaped disaster thanks to a prophecy revealed by a divine spirit in his dream, he donated the shrine buildings in gratitude for the deity's virtue and bestowed the shrine name 'Oomori' (Fan Forest). Although the shrine was destroyed by fire in 1883 CE (Meiji 16), it was soon rebuilt.
