崇神天皇8年（紀元前90年）に、勅願により物部大母呂隅足尼を遣わせて須佐之男神を祀らせたことが創建の起源とされます。その後、神功皇后が方災除けを祈願して天神地祇を祀り、応神天皇が三筒男神と神功皇后を祀り、方違宮と称したと伝えられています。奈良時代には行基により人馬往来の要衝として栄え、平安時代には熊野詣の参詣者が旅の安全を祈願する場所となりました。
