It is said to have been founded by the monk Gyoman of Kakogun, Harima Province during the reign of Emperor Kinmei. Originally a temple associated with Shugendo (mountain asceticism), it has a temple history titled 'Makiozan Dai Engi' (Great Origin of Mount Makio) dating back to the Nanbokucho period. During the medieval period, the monk Gyohen of Ninna-ji Temple established the Kanto-do (Baptism Hall). Local legends also claim that Kukai took his monastic vows in this area and that En no Gyobu buried a copy of the Lotus Sutra here, which is said to be the origin of the place name.
