According to shrine tradition, the shrine was established during the reign of Emperor Keiko, when Ojima-betsu-no-O ordered the clan head of the Toshi-be to enshrine Amatsuhohi-no-Mikoto. It was originally called Iso-bu Myojin. In 1186 CE (Bunji 2), Kiryu Tsurumoto repaired the shrine buildings. In 1350 CE (Kannin 1), a branch deity was transferred from Kitano Tenmangu, and the shrine became known as Tenmangu. During the Edo period, it served as the general guardian deity for the 54 villages of the Kiryu domain and as a prayer site for the Tokugawa family.
