The shrine's origins are said to date back to 902 CE (Engi 2), when a loyal retainer named Kawaguchi Hei Ba Ito enshrined deities invited from Kasuga Taisha (Kasuga Grand Shrine) during the exile of a prince of Emperor Daigo. Although the structures collapsed in a storm during the Genkō era, they were later rebuilt by the Neoi and Toda clans. It serves as the head shrine of the Neoi Valley and was formerly designated as a Gōsha (village shrine).
