According to tradition, in 807 CE (Doto 2), Kukai carved the main image of Kongo Yozoku Bosatsu (the Vajrapani Bodhisattva) and founded the temple by imperial decree from Emperor Saga. In 1341 CE (Kiryoku 4), Ashikaga Takauji designated it as the Ankokuji Risho-to (Peace of the Nation Temple and Life-Saving Pagoda) for Tosa Province. It was later destroyed by fire and was revived during the Genwa era with the support of Yamauchi Tadayoshi by the monk Saiso. The temple fell into ruin due to the separation of Shinto and Buddhism in the Meiji era but was rebuilt in 1914 CE (Taisho 3).
