Tokoji Temple was founded in 1362 CE (Shoei 1) as a Rinzai Zen temple. After falling into ruin during the Sengoku period, it was revived in the mid-17th century. The temple later converted to the Soto Zen school, where it remains today. In 1859 CE (Ansei 6), the 15th abbot, Dōrin, commissioned the creation of the statues to help farmers suffering from drought. It took 24 years, until 1883 CE (Meiji 15), to carve the 521 Arhat statues.
