According to tradition, the shrine's origins date back to the reign of Emperor Keiko, when Ojima-Be no Miya ordered the local chieftains of the Toshi clan to enshrine Inari-no-Mikoto (Inari no Mikoto). It was initially known as Isobe Myojin. In 1206 CE (Bunji 2), Kiryu Tsunamoto repaired the shrine buildings. In 1350 CE (Kannin 1), his grandson, Kunitsuna, enshrined a sub-deity from Kitano Tenmangu (Kitano Tenmangu Grand Shrine) and relocated the shrine to its current location. During the Edo period, it served as the chief guardian shrine for the 54 villages of the Kiryu domain and as a place of prayer for the Tokugawa family.
