Taisho, who was credited with praying for Emperor Genjo's recovery from illness, received the Thousand-Armed Dharani from a large camphor tree in Iwama Mountain in 722 CE (Yoro 6). He carved a life-sized statue of Thousand-Armed Kannon and enshrined it. The temple was founded as an imperial-ordered temple (chokuganji) housing the gold-bronze Thousand-Armed Kannon statue, which served as Emperor Genjo's personal devotional object. It later received deep reverence from Emperor Go-Hakuryu, Emperor Go-Uda, and Emperor Saionji, and flourished as one of Japan's three great pilgrimage sites.
