In 711 CE (Wado 4), a system was established to offer ice to Heijo-kyo (the capital). The shrine was relocated to its current site in 860 CE (Jogan 2). In the 13th century, the Nanto Gakusho was established here, making it a major hub for Bugaku. During the Meiji period, the separation of Shinto and Buddhism severed its ties with Kofuku-ji Temple.
