The shrine's origins are said to trace back to when Michizane's fifth son, Sugawara Shushu (Jinmochi), traveled to the Kanto region, established a residence in Nagatama village, and enshrined a statue of Michizane. In 1493 CE (Meiyo 2), Uesugi Norikuni of the Takuma Uesugi clan, fearing a spiritual dream in which the statue of Michizane appeared to him, built a shrine and enshrined the statue as the sacred object, marking the beginning of Nagatama Tenmangu. It was later rebuilt in 1582 CE (Tensho 10) by Uesugi Mitsutomi.
