According to tradition, it was founded in 701 CE (Daihō 1) by the monk Gōki. Later, in 749 CE (Tenpyō Shōhō 1), Empress Kōken, wishing for a cure for her eye disease, washed her eyes with water from the 'Ruri no Taki' (Lapis Lazuli Waterfall) and was fully healed. As a result, the temple was designated as a Chōgō-ji (a temple established by imperial decree). In 1572 CE (Genki 3), it was destroyed by fire during a military conflict, but structures such as the three-storied pagoda were subsequently rebuilt.
