It is said that the temple was founded in 709 CE (Wado 2) when a standing statue of Kannon (Avalokiteshvara) was caught in a fisherman's net and enshrined as the principal image. During the Muromachi period, Ashikaga Yoshimasa constructed the three-story pagoda and Eon-in. Later, due to earthquakes, the temple was relocated to its current location in Daimon-machi, Tsu City. The temple also had a close connection with the imperial court, and its abbots traditionally formed an adoption relationship with the Higashibaro-jo family.
