According to tradition, the temple was founded by the high priest Emyo during the Tenpyo Shoho period (749–757 CE) under an imperial edict from Empress Koken. A statue of Shaka Nyorai (the historical Buddha) carved by the monk Hoki was enshrined there. Originally a temple of the Hosso school, it converted to the Shingon school when Kukai rebuilt the precincts. The current main hall, reconstructed in 1482 CE (Bunmei 14) by Kawano Michinobu, dates from that era.
