According to tradition, the temple was founded in 708 CE (Wadō 1) when the monk Gyōki constructed the main hall and installed the principal Yakushi Nyorai, along with the Nikkō Bosatsu (Light Sun Bodhisattva), Gekkō Bosatsu (Moon Light Bodhisattva), and the Twelve Divine Generals. It was later revived in 807 CE (Dōtō 2) by Kūkai. In the late Muromachi period, the warrior Heioka Michiyori restored the temple complex. It was further revived in 1785 CE (Tenmei 5) during the Edo period through the efforts of the abbot Gōon.
