The shrine's origins are said to lie in the enshrinement of Okuninushi-no-Mikoto and Sukuna-Hikona-no-Mikoto, the deities who created Japan according to mythology, on Awashima Island (also known as Tomogashima). According to shrine tradition, Empress Jingu offered treasures brought from the Three Kingdoms of Korea in gratitude for safely entering the harbor after praying during a storm. Later, Emperor Nintoku moved the shrine to Kata on the opposite shore and constructed the current shrine buildings.
