Founded during the Nara period, the temple was established as Kichijō-ji to enshrine a golden statue of Yakushi Nyorai (Medicine Buddha) that was found in the Aoki River by En no Gyoja on the orders of Emperor Tenmu. In the 12th century, it was re-established by the Tendai priest Busen Jōjū. It subsequently developed under the patronage of the Fujiwara Minabe clan, who served as the Grand Priests of Atsuta Grand Shrine, the Ashikaga clan, and Tokugawa Ieyasu.
