Another theory suggests it was founded by Taira no Kiyomori at the end of the Heian period. Upon the accession of Emperor Go-Shirakawa, the shrine was ordered to pray for peace throughout the land and became a shrine of imperial prayer (chokugansho). During the era of syncretism between Shinto and Buddhism, it flourished as a major spiritual site for Kumano ascetic practices (Kumano Shugendo). It was classified as a village shrine (koshya) in 1872 (Meiji 5) and as a prefectural shrine (kensha) in 1917 (Taisho 6).
