Founded at the site of the mound of the Toyotomi Hidetsugu clan, the temple was established with Rikukō Keishuku as its founding abbot to mourn Hidetsugu. For 400 years, Zui-ji has offered prayers for the souls of Hidetsugu, who was sentenced to death in the Hidetsugu Incident, as well as his family and retainers who were implicated. The main hall, which burned down in the Tenmei Great Fire, was later rebuilt. In 1941, the Toyoko-kai Foundation, established by Konosuke Matsushita and others, restored the graves of the Hidetsugu family and retainers, as well as the Jizo Hall.
