The shrine was founded in 860 CE (Jogan 2) by imperial decree from Emperor Seiwa, enshrining a branch of the Hachiman deity and enshrining the breastplate of Empress Jingū. During the Kamakura period, it received patronage from Minamoto no Noriyori and Ashikaga Takauji, while in the Sengoku period, it was supported by the Ōuchi and Mōri Motonari clans, who contributed to the construction of shrine buildings and the donation of shrine lands. In the late Edo period, the main hall was burned down by Chōshū soldiers, but it was rebuilt in 1868 CE (Meiji 1) by Mōri Motonori.
