Established in 1690 CE (Genroku 3) by Tokugawa Mitsutomo, the second daimyo of the Owari Domain. It was built on a donated site of approximately 10,000 tsubo (about 33,000 square meters), which was the former location of Fuduka Castle, the residence of Oda Nobuhide. During the Meiji period, the site housed the functions of the Aichi Prefectural Government and the Aichi Prefectural Assembly, and it was also used as the venue for the Nagoya Exposition.
