The temple originated in 1602 when Eiju established Shuttokuji as a separate branch in Hirao Village, Fwa District, Mino Province, following the division of Hongwanji. A Kakejo (branch office) was built on land donated by the lord of Ogaki Domain, and the temple relocated to its current location in 1624 due to the development of the castle town. In 1747, it was renamed Ogaki Gobo (Ogaki Grand Temple).
