It is said to have been founded in 827 CE (Tencho 4) or 828 CE (Tencho 5) by the fourth consort of Emperor Junwa (later known as Nyoin Nyoi). Nyoin Nyoi sought the assistance of Kukai, who guided her through three years of practice at Jinjuji Temple. In 831 CE (Tencho 8), Kukai established a statue of Jizai Kannon as the principal image.
