Legend holds that in 730 CE (Tenpyo 2), under an imperial edict from Emperor Shomu, the monk Giki carved an image of the Eleven-Faced Kannon (Avalokiteshvara) and established the temple as a site of syncretic worship of Buddhist deities and Shinto kami. In 809 CE (Doto 4), Kukai constructed the main halls. The temple burned down during the Genwa era but was later rebuilt. Following the Separation of Shinto and Buddhism order in the early Meiji period, the temple was abolished. It was revived in 1887 CE (Meiji 20) and came to be known as Kamiminesanji in the Shōwa era.
