Its predecessor was founded in 704 CE (Dengi 1) as Sugihara Shrine. In 871 CE (Jōgan 13) or 852 CE (Ninju 2), the enshrined deity was transferred by Daijo Nagahiro to the current Moto-miya (main shrine). In 1624 CE (Genwa 10), it was relocated to its present location. In 1193 CE (Kenkyū 4), it is said that Ōtomo Yoshinao designated the eastern head shrine as Tsugaru Hachimangu and the western head shrine as Daihara Hachimangu, and changed the worship rituals to those of Tsurugaoka Hachimangu.
