According to tradition, in 807 CE (Doto 2), Kukai visited this site and encountered an old man, whom he realized was an incarnation of the Five Grains Great Deity (Gokoku Dai Myojin). He then enshrined an image of the Inari Myojin. During the mid-Edo period, it was popularly known as the 'Three-Bay Inari' under the syncretic Shinto-Buddhist system. However, it was separated from the Inari shrine due to the separation of Shinto and Buddhism in the Meiji era.
